Can a council enforce a parking ticket that wasn't posted on a windscreen?
A couple of weeks ago I was parked on High street in Lower Hutt for an hour. Admittedly I didn't bother paying for a ticket - sometimes I'd rather take the risk. Anyway, after finishing my business I returned to my car to find a warden writing out a ticket. I didn't bother talking to her and proceeded to enter my car whereupon she started talking to me: "You got a ticket". I tried ignoring her, but she said "do you want it, or shall I post it?". I told her to post it.
Two weeks later and there hasn't been anything in the mail, so am I in the clear because the ticket wasn't posted on the windscreen and therefore unenforceable, or is it more likely the council is slow?
Having said that, I got a ticket in Wellington for parking too long on a Saturday morning (free parking, but a limit of two hours). I've never received the follow-up letter - so are those tickets enforceable?
